Finding 01 · Burden
Property tax is 30% to 45% of commercial operating expense.
It is the largest line most owners can still move. Insurance and utilities are priced by markets; the assessment is an opinion, and opinions can be appealed. Source: IPT / BOMA Experience Exchange Report.
The solid band marks the 30% to 45% range. Everything else (insurance, utilities, repairs, payroll, management) shares what is left.
Finding 02 · Drift
Mass appraisal over-assesses commercial property by 15% to 25% in a shifting market.
CAMA models are calibrated on last cycle's sales and income. When vacancy rises or cap rates move, the roll lags the market for one to three cycles. Source: IAAO / National Tax Association.
Finding 03 · Deadlines
Most commercial filing windows close within 45 days of the notice.
General commercial filing rules across 55 counties in the ATALI ELECTRIC National County Property Tax Database.
A missed window locks the assessment for 1 to 3 yrs depending on the cycle. Browse every county rule.
Finding 04 · Value
What a reduction is worth: annual savings and capitalized value.
At a 2.5% effective tax rate, each dollar of tax saved adds to NOI. Capitalized at 7%, that NOI adds value. Each cell shows annual savings, then value lift.
| Assessed value | 5% reduction | 10% reduction | 15% reduction | 20% reduction | 25% reduction |
|---|---|---|---|---|---|
| $5.00M | $6,250+$89k | $12,500+$179k | $18,750+$268k | $25,000+$357k | $31,250+$446k |
| $10.0M | $12,500+$179k | $25,000+$357k | $37,500+$536k | $50,000+$714k | $62,500+$893k |
| $25.0M | $31,250+$446k | $62,500+$893k | $93,750+$1.34M | $125,000+$1.79M | $156,250+$2.23M |
| $50.0M | $62,500+$893k | $125,000+$1.79M | $187,500+$2.68M | $250,000+$3.57M | $312,500+$4.46M |
Example: a 10% reduction on a $10M assessment saves $25,000 a year, about $357,000 of value at a 7.0% cap rate.
Finding 05 · Evidence
Multi-approach evidence wins 60% to 75% of commercial appeals.
Boards respond to income, sales and uniformity evidence that reconciles. The cost is labor: 12 to 25 hrs per parcel by hand. Sources: Institute for Professionals in Taxation (IPT); IPT Practice Survey.

Where do the external figures come from?
Tax burden figures are from the Institute for Professionals in Taxation (IPT) and the BOMA Experience Exchange Report; over-assessment from the International Association of Assessing Officers (IAAO) and the National Tax Association; success rates and labor hours from IPT. ATALI ELECTRIC customer outcomes are labeled as such.
How are the filing window figures calculated?
From the ATALI ELECTRIC National County Property Tax Database: each county's general commercial filing rule, bucketed by the number of days from the notice. Counties with a fixed calendar deadline are counted separately.
